Bay Foundation Board of Directors

Joel Neel - Joel received his Masters Degree in City and Regional Planning with an emphasis in Environmental Planning from Cal Poly in 1994. Born and raised in San Luis Obispo Joel returned to the Central Coast in 2001 to accept a job with Cal Poly as the Associate Director of Facilities Planning and Capital Projects. In that capacity Joel oversees the physical and environmental planning as well as the new building design for the Cal Poly Campus. Joel is currently serving as President of the foundation.   Mr. Neel represents the Bay Foundation on the Morro Bay National Estuary Program Executive Committee..

Chris Wm. Clark, JD, AICP - Chris is an environmental planner and lawyer. He is a principal with Crawford Multari Clark & Mohr, a planning firm working for municipalities and public agencies throughout California. He also teaches Environmental Law and Water Resource Law and Policy at Cal Poly San Luis Obispo. Chris is currently preparing the Environmental Impact Report for the Estero Area Plan for the County of San Luis Obispo. He served as a director for a land trust in Falmouth Massachusetts. He represents the Bay Foundation on the Morro Bay National Estuary Program Executive Committee and serves as Bay Foundation lead for the Irish Hills Land Acquisition planning project. He has expertise in land transactions, conservation easements, resource management planning and environmental regulation.

Gary Karner, FASLA - Gary is a landscape architect with 40 years experience in both private practice and academia. He is a Fellow of the American Society of Landscape Architects in two categories: Built Projects and Professional Writing. He was a professor at Cal Poly, San Luis Obispo for 13 years, and retired from that position in July, 1999. Prior to his academic career, he was in private practice with The SWA Group, Planners and Landscape Architects, with an international practice and eight offices nationally, as a Managing Principal and Senior Project Manager of the firm. He specialized in project management and risk management with SWA for 27 years and is currently retained by SWA to consult on risk management. Gary serves as Treasurer for the Foundation.

David M. Paradies - David has been active in Central Coast water quality matters since 1982. He has served on the County Service Area 9 Advisory Board, the Board of Directors of the Friends of the Estuary at Morro Bay, and has served on the Bay Foundation Board since 1989. He worked to establish Morro Bay as California's first "State Estuary", co-wrote Governor Pete Wilson's Nomination of Morro Bay to the USEPA National Estuary Program and served as the founding Program Director. He provides technical advice and support to the Morro Bay National Monitoring Program, the Morro Bay National Estuary Program, the Central Coast Regional Water Quality Control Board, the Central Coast Ambient Monitoring Program, and the State Water Resources Control Board. He serves as a member of the Public Advisory Group appointed by the State Water Resources Control Board pursuant to Assembly Bill 982. The group is engaged in the establishment of a statewide ambient water quality monitoring program and review of California's Total Maximum Daily Load program.

Gary Ruggerone - Gary received a BS in Biology (emphasis in Marine Biology) from Cal Poly Pomona in 1973 and a MA in Biology (emphasis in Aquatic Biology) from UC Santa Barbara in 1975. He is a Senior Environmental Planner for Caltrans District 5 since 1980 in San Luis Obispo where he supervises a staff of ten who prepare environmental technical studies (biological, archaeological, air/noise/water, and hazardous waste) and obtain regulatory permits (Clean Water Act 404, 401, NPDES; 1601; Coastal Development) for transportation projects in Santa Barbara, San Luis Obispo, Monterey, San Benito, and Santa Cruz Counties. He has been a Bay Foundation member since 1995 and served as president from July 1996 through July 1998.

Bob Semonsen. Bob is an architect and a founding member of the Bay Foundation. He served as its president for many years. He has long lived and worked in Los Osos and has championed many environmental causes in the area, including protection of the bay, and the development of a rational alternative for sewer development in Los Osos. He serves as a member of the Los Osos Community Advisory Council. Bob has contributed an enormous number of volunteer hours to the betterment of the community and has many talents related to computer-aided design and holistic land use planning.

Shaunna Sullivan. Shaunna is an attorney practicing in Los Osos with expertise in land use and environmental matters. She has been active in public service work on the Central Coast for over a decade and served as an appointee to County Service Area 9 Advisory Board the Los Osos Community Advisory Council. Shaunna provides hours of pro bono services to the Foundation and the Morro Bay National Estuary Program, and serves as Foundation Secretary and General Counsel.

James White. James is an environmental specialist with broad experience in environmental regulation and compliance. His past experience includes laboratory supervision for an environmental analytical firm and teaching in the Civil and Environmental Engineering department at Cal Poly, San Luis Obispo. His specialties include water quality issues and hazardous materials management. James is serving as the Chair of the Morro Bay National Estuary Program Watershed Committee, and is past president of the Foundation.
